Traffic Engineering, Planning and Road Design

From its very inception in 1967, H.W. Moore Associates, Inc. has developed considerable expertise in the area of traffic engineering and planning in response to the increasing demand by public boards and agencies for a full and complete analysis of traffic impacts associated with development, and measures to mitigate these impacts. In response to this challenge, we offer a complete range of traffic engineering services from the preparation of traffic impact studies through development and implementation of new roadway and traffic signal system plans and specifications as well as roadway improvement engineering. Some areas of our expertise include:

• Traffic Impact Studies for retail, commercial, office and residential developments. These studies include the collection of data, capacity analysis of roadways and intersections, trip generation assessment, evaluation of impacts and measures to mitigate these impacts.
• Environmental Impact Reports for submittal under the Massachusetts Environmental Policy Act (MEPA). We have the capability of providing complete analysis of not only traffic impacts, but also, hydrology, water supply and sewage disposal. In addition, we have working relationships with several firms to provide other areas of expertise, including air quality analysis, foundation and structural analysis, and wetlands and archaeological evaluations.
• Roadway and Intersection Improvement Design, including traffic control signals, pavement markings, traffic signing and traffic management strategies for both publicly and privately funded projects. Additionally, we can prepare for submittal to the Massachusetts Highway Department all permit applications and agreements required for construction, and monitor progress of the complex MHD approval process. These permits include the Section 61 Finding, Curb Cut Permit, Construction Permit, Traffic Control Signal Permit and Agreement, and others as required.
